Welcome to the Capitol Pressroom for Monday August 16th. I'm Susan Arbetter along with producer Jennifer Kelley. Ever since Medicaid was born in the 1960's, New York State's deal with the federal government has stayed exactly the same. The Feds pay 50% of the Medicaid bill, while the state and county governments would split the other 50%. It's called the 25 25 50 model. Now that it's over 40 years old, some people would like to see it changed: specifically, they want the State to takeover the county's portion of Medicaid. The Department of Health has to come up with a plan by the end of November. Today we hear what the counties in NY will be pushing for. Also today wraps up the annual AFL-CIO labor convention. Green Party candidate for Governor and labor booster Howie Hawkins joins us to discuss his candidacy, as well as the candidates the powerful umbrella union voted to endorse.
